Terry Delozier, 78, was last seen at 6 a.m. March 18 leaving Dishman Rd in Spokane Valley, according to a Washington State Patrol alert. It is believed Delozier is going to Portland.

Delozier has dementia but does not have required medication and is unable to get back without assistance, according to the alert. He is 5'8 with gray hair and brown eyes, and was last seen wearing a blue and gray flannel shirt and blue jeans.

SPOKANE, Wash. – A Silver Alert has been issued for a missing 70-year-old man with dementia who was last seen walking toward Airway Heights.

According to the Washington State Patrol (WSP), Francis Tsosie, 70, was last seen around 12:30 p.m. Wednesday after getting off a plane and walking north on Flint Road toward Airway Heights.

WSP said Tsosie has dementia and may not be able to find his way back without help.

He is described as 5 feet 7 inches tall, with gray hair and brown eyes. He was last seen wearing a Marine hat, a blue shirt, a white and red plaid flannel shirt, jeans and carrying a camouflage backpack and duffel bag.

Anyone who sees Tsosie is asked to call 911 immediately.

SPOKANE, Wash. – Governor Bob Ferguson signed House Bill 1258 into law Thursday, paving the way for Spokane to develop its own emergency communications system.

The Spokane Regional Emergency Communications (SREC) Board had previously voted to remove the Spokane Fire Department from its regional system.

However, the board recently suspended this recommendation to allow mediation between the City of Spokane, Spokane County, and SREC within the coming weeks, the city said in a release.

SREC defended its decision to remove the City of Spokane by saying discussions regarding the city's removal had been ongoing for years and that finding a collaborative solution never came to fruition.

In a statement today, SREC said they will discuss the future of their partnership June 11, but any changes resulting from these discussions would not be implemented before January 1, 2026.

SREC said it will continue to provide uninterrupted 911 services to partner agencies throughout Spokane County. The organization assures stable funding will be maintained regardless of any future decisions or tax allocations by the City of Spokane, SREC said in its statement.

With the city entering mediation, Mayor Lisa Brown applauded the passage of HB 1258, which she says will be critical in funding a potential new emergency communications system.

"This bill ensures equitable distribution of local 911 excise tax funding for emergency communications, which is essential in building a fair, effective, and reliable system should the City of Spokane need to establish its own," Brown said in the release.

Fire Chief Julie O’Berg emphasized the importance of the bill, highlighting its role in funding emergency communication services. "This bill brings greater equity to how emergency communication services are funded," O'Berg said.

Police Chief Kevin Hall said the new law will ensure fast and reliable emergency response. “This is a crucial investment in public safety and emergency response for the City of Spokane. Reliable, well-funded 911 communications are the backbone of effective policing and lifesaving services,” Chief Hall added.

Update (3/24/2025) - Dickey's Corporate Office informed NonStop Local Monday a check is cut and on its way to Glenn Morris.

The Spokane Valley location is under new ownership. Christopher Perkins purchased the business after Delectables LLC shut down the location.

Morris was employed by the business under Delectables LLC and never worked for Christopher Perkins.

Perkins had not been contacted about Morris' situation until after NonStop Local's report.

SPOKANE VALLEY, Wash. - Glenn Morris is a disabled Navy veteran who, with the help of Triumph Community Services, was hired as a dishwasher at Dickey's Barbecue Pit.

Triumph Community Services assists people in the Spokane-area with disabilities, addictions and at-risk-youth obtain employment and education.

"Glenn was hired as a dishwasher there at Dickey's in the Valley on June 11th. And he worked until August 20," Lloyd Phillips, a career development coordinator for Triumph, said.

When Morris arrived at work on August 16, the doors to Dickey's were locked and the key he was given to open the business that day was no longer working.

"I was sitting out back waiting for somebody. [I] Knocked on the door. Nobody answered," Morris said.

On August 20, Phillips received a text message from the former general manager, citing that the franchise was no longer associated with Dickey's.

"I sent a message back to him asking about Morris's pay. 'Cause at that point, he would've been receiving a paycheck from, I think it was from, July 29th up to that point. And, I never received a reply back," Phillips said.

While trying to help Glenn, Phillips discovered that of the three total paychecks Morris had received, all were written on the "Delectables LLC" business account. All of the checks were unsigned and the checks bounced.

As a result, Morris, was never paid for the nearly two months of labor.

Phillips told NonStop Local he attempted to track down anyone at Delectables LLC, but had no success.

Washington Secretary of State records show their business license lapsed in February and is now categorized as "delinquent."

Phillips provided NonStop Local with a phone number for the owner of Delectables LLC, Randall Richardson. The number was no longer active.

NonStop Local also tried to track down Richardson, but did not have luck.

The Spokane Valley Dickey's location reopened under new ownership. However, efforts from Triumphs CEO Cathryn Maland and CFO Dawn Maland to receive answers went nowhere.

On Morris' behalf, Phillips filed complaints with the Washington Department of Labor and Industries. He also contacted the Secretary of State and Dickey's corporate office. Again, he had no luck anywhere.

"I've basically been just chasing this around. And... nobody seems to be enforcing anything," Phillips said.

NonStop Local also checked into the address listed for Delectables LLC and it is the Dickey's North Spokane location on Division Street, which also went out of business.

For Triumph, they argue that this is an issue that's more than just money, but an issue of a vulnerable person who was taken advantage of.

"For over two weeks, after they had closed, Glenn was still going to work everyday. And he would go and sit on the steps for his shift," Maland said.

"It's what I do. If I get hired someplace. I work there," Morris said.

While all efforts to get in touch with anyone from Dickey's Barbecue Pit's corporate offices did not work for Triumph, NonStop Local contacted their press department and was ultimately put in touch with the Senior Vice President of Franchise Relations.

NonStop Local connected him with Morris and Triumph.

Dickey's corporate is currently in the process of working to get everything resolved for Morris and help him receive payment.

Dickey's provided a official statement regarding the manner:

“At Dickey's Barbecue Pit, we are committed to encouraging our franchisees to provide a supportive and respectful environment for all of their employees. At the forefront of the Dickey’s Barbecue brand are the committed owners and their pit crew members, who greet our guests every day and serve them delicious Texas-style barbecue.

We were recently made aware of a situation involving Glenn Morris and the prior owner of the Spokane Valley location. Mr. Morris brought attention to the fact that he has not received all of his pay for certain work he performed while employed as a pit crew member at this particular location.

We were deeply concerned to learn about the challenges he has encountered regarding receipt of his pay and are working diligently to facilitate resolution of this matter. We value Mr. Morris’ contributions and his service to our country and are committed to addressing this issue directly with Mr. Morris and Triumph.”

On March 27, 2020, the President signed into law the Coronavirus Aid, Relief, and Economic Security (CARES) Act. The CARES Act provided a number of programs through which eligible small businesses could request and obtain relief funding intended to mitigate the economic impacts of the pandemic for small and local businesses. One such program, the Economic Injury Disaster Loan (EIDL) program, provided low interest loans that could be deferred until the conclusion of the pandemic to provide “bridge” funding for small businesses to maintain their operations during shutdowns and other economic circumstances caused by the pandemic. The EIDL program have provided billions of dollars in aid, the vast majority of which have not been paid back, including hundreds of millions of dollars disbursed within Eastern Washington.

The evidence presented at trial established that the Hilderbrands engaged in elaborate scheme to obtain money from the Small Business Administration (SBA) to spend on their entertainment business called Poweline Enterprise LLC (Powerline), even though in September of 2021, the SBA had declined to fund a loan for the company.

To execute this scheme, in January of 2022, Raymond Hilderbrand completed a EIDL application in the name of Hilderbrand Auto Services, which was an automotive repair business, owned by the Raymond Hilderbrand, located at 10423 E. Trent Avenue, Spokane Valley. In the application he told the SBA the EIDL funds would be used as working capital for Hilderbrand Auto Services, and would not be used for another company. However, in February 2022, when SBA sent $320,000 to Hilderbrand Auto to be used by that business to alleviate economic injury caused by the pandemic, the Hilderbrands immediately transferred $311,000 to Powerline. The Hilderbrands then used $295,000 of the EIDL funds to purchase the Trent Avenue property in the name of Powerline, with Jennifer Hilderbrand as the only owner.

The Hilderbrands continued to attempt to obtain additional EIDL funds in the name of Powerline by making false representations about the company’s revenue on their EIDL application. The SBA declined the reconsideration of the Powerline EIDL application in early May of 2022. Shortly thereafter, the Hilderbrands requested a modification for the EIDL loan for Hilderbrand Auto. The SBA approved the request, and Raymond Hilderbrand again promised to use the money solely for Hilderbrand Auto. On May 17, 2022, the SBA disbursed an additional $43,000 in EIDL funds to the Hilderbrand Auto bank account, $35,000 of which was immediately withdrawn by check and transferred to Powerline.

In May 2022, the Hilderbrands submitted an application on behalf of Powerline for a license to sell alcohol and food at the Trent Avenue Property. Then, in the summer of 2022, the Hilderbrands began to host concerts at the Trent Avenue property. The advertisements billed the property as “The YARD, A New Upcoming Outdoor Venue in Spokane WA!” that included beer gardens and food vendors. The advertisement also indicated the concert was “brought to you by” “Powerline Enterprises” along with other companies.

In September 2022, the Hilderbrands applied for a new application for a snack bar license on behalf of Powerline for the Trent Avenue Property. During an interview with a license investigator, Raymond Hilderbrand stated the company’s hope was to host swap meets and multiple activities, with a snack bar inside a building with outside seating. Mr. Hilderbrand was asked if Powerline shared the property with any other businesses and he responded, “No,” even though the property was shared with Hilderbrand Auto. Mr. Hilderbrand also acknowledged that Powerline had bought the property for $295,000. The investigator asked if any of the funds for the purchase were “gifted or loaned from a business source,” to which Hilderbrand falsely responded “no.”

“I am grateful for the prosecutors and investigators that worked together to seek justice in this case,” stated Acting United States Attorney Rich Barker. “Our incredible trial team worked closely with the SBA to present a compelling case, establishing that both Raymond and Jennifer Hilderbrand were held accountable for the lies they told to obtain funding that was designed for small businesses in need of a lifeline. As a result of the Hilderbrands’ fraud, other small businesses were unable to obtain the help they needed during the COVID-19 pandemic.”

This case was investigated by the Eastern District of Washington COVID-19 Fraud Strike Force and by TIGTA, SBA OIG, and IRS-CI. This case is being prosecuted by Assistant United States Attorneys Frieda K. Zimmerman, Jeremy J. Kelley, and Jacob Brooks.

Last Thursday, a 16-year-old who fled Honduras two years earlier frantically called her attorney at Manzanita House. Immigration and Customs Enforcement agents were at her uncle’s home in Spokane Valley, asking where she was.

“They said they were doing a welfare check, but I’m worried. Why would they need so many agents to do a welfare check?” said the girl, whose first name is Yolanda. “There were three ICE agent cars parked in my uncle’s driveway.”

But according to ICE, these welfare checks have become routine in the last couple of months.

In an email to The Spokesman-Review and Spokane Public Radio, ICE states that U.S. Immigration and Customs Enforcement began conducting investigative activities in January to “ensure unaccompanied alien children released from the care of the U.S. Department of Health and Human Services Office of Refugee Resettlement are not subjected to crimes of trafficking and exploitation.”

“ICE is fully engaged and committed to child safety and accountability for every action and person involved in the care of unaccompanied alien children,” the statement continues.

However, these new welfare checks could put unaccompanied minors, like Yolanda, in a tough spot. She agreed to speak with a reporter using her first name only out of fear that she could be in jeopardy.

Sam Smith, attorney at Manzanita House, said he appreciates ICE’s statement since he wants to make sure youth are not subjected to further harm, abuse or trafficking in the United States – although he’s not sure about their approach.

“There must be a less traumatizing way to go about it. ICE must understand that having agents show up to your house, unannounced, will cause acute fear or anxiety – this is what happened with Yolanda,” Smith said.

Yolanda said ICE hasn’t visited her home since the last incident.

“I’m still scared,” Yolanda said. “I have a court hearing in June and I’m scared that they’re just going to detain me when I get there.”

Just a few days before the Spokane Valley incident, a video showing an encounter between a Virginia-based immigration attorney James River and Homeland Security investigators went viral with over 15 million views by Wednesday night.

Rivera recorded multiple ICE agents at the home of his client, a 19-year-old who was classified as an unaccompanied migrant child years ago when she entered the country illegally.

“I’ve never seen a welfare check, period, much less with five people armed for a minor who has a pending green card,” Rivera told News7, a news outlet based in Virginia.

Just like in the ICE agents in the video, Yolanda said the ICE agents who stopped by her home were also dressed in regular clothing.

Smith said in these situations, he would recommend not opening the door and notifying your attorney.

“They can still talk through the door, window or ring camera,” Smith added. “They should also not sign any document unless they have been able to review it with their attorney, if they have one.”

The city council voted to reaffirm that the city is not a sanctuary city, while also updating a 2016 measure to align with current state laws.

SPOKANE VALLEY, Wash. — The Spokane Valley City Council passed a resolution Tuesday night to reaffirm the city's declaration that it is not a sanctuary city.

The resolution updates and replaces a similar measure from 2016 while simultaneously addressing new changes in state law.

In 2016, the city took the same stance on sanctuary and directed law enforcement to assist federal agencies, such as ICE, in enforcing immigration laws. But in 2019, a state law went into effect known as the Keep Washington Working Act, which restricts local law enforcement from that collaboration.

The resolution passed on Tuesday restates that Spokane Valley is not a sanctuary city but does not direct local law enforcement to collaborate with federal agents.

The council opened the floor for public comment during the resolution hearing, and many in attendance expressed disappointment in the proposal and, later, the passage.

"I work with people who are from the Sudanese community, the Congolese community, just many, many people. And I can tell you that there is great fear already among the immigrants and refugees who are here," said Christi Armstrong, the executive director for World Relief Spokane.

Others, including Spokane Valley Mayor Pam Haley, say the resolution is what's best for the city.

"It has nothing to do with what people think. It has to do with making our resolution that was passed in 2016 comply with both the federal law, which has changed, and the state law, which has also changed," said Haley.
