West Sacramento, CA (June 18, 2025) – One or more people were injured in a traffic accident that occurred Tuesday afternoon in the 4000 block of Lake Rd. The crash happened around 2:47 p.m., in a largely industrial and commercial area just off the main roadway.

Responders from West Sacramento Fire and emergency medical teams arrived swiftly to assist. Individuals involved in the crash sustained a variety of injuries; medics provided immediate care on scene and transported at least one person to a nearby hospital for further treatment. The extent of the injuries has not yet been disclosed.

Witnesses in the area reported seeing a significant presence of emergency vehicles and damaged vehicles partially blocking the roadway. Traffic delays occurred along Lake Rd as authorities worked to secure the scene, clear debris, and begin their investigation into what caused the incident.

Ready for retirement? Sacramento is one of the top spots for retirees in California, according to U.S News & World Report.

The media company recently ranked the best places to retire in California — and the United States — based on affordable housing, jobs, access to quality health care and other factors.

California’s natural wonders and “diverse climate” make the state a natural draw for retirees, according to Jon Ekoniak, managing partner at Bordeaux Wealth Advisors in Menlo Park.

However, the Golden State is known for its high cost of living and aggressive tax rates, Ekoniak told U.S. News & World Report.

California is the second most expensive state for retirees in the United States based on annual spending, according to a 2025 study by personal finance website GoBankingRates.

In California, $1 million in retirement savings along with Social Security benefits would last about 16.2 years, the study found.

Here’s what makes Sacramento a good place to spend your retirement:

Sacramento snagged third place on U.S. News & World Report’s list of the best California cities for retirees.

“California’s state capital city is the political center of the country’s most populous state and a hub for government jobs, lobbying and think tanks,” U.S. News & World Report said, noting the Sacramento area is also top-tier health care providers and high-quality colleges and universities including Sacramento State and UC Davis.

“Housing costs less in the Sacramento metro area than it does in coastal communities, but it’s still expensive when compared with the rest of the country,” the publication said.

Sacramento had a median monthly mortgage cost of $1,597 and a median monthly rent of $1,465, according to U.S. News & World Report.

As of Tuesday, June 17, the average Sacramento home was valued at $488,528, down 1.5% over the past year, according to real estate website Zillow.

As of July 2024, about 14% of Sacramento’s nearly 536,000 residents were 65 years old or older, according to the U.S. Census Bureau.

Sacramento wasn’t the only Central Valley city to snag a spot on U.S. News & World Report’s top 10 California cities for retirees.

Fresno landed in fourth place on the list.

“The city offers convenient access to Yosemite, Sequoia and Kings Canyon national parks, the Sierra National Forest and a variety of lakes,” U.S News & World Report said, making it an “ideal retirement spot to launch outdoor adventures.”

Fresno is “much more affordable than many other parts of the state,” U.S. News & World Report said, with median monthly rent of $1,098 and a median monthly mortgage rate of $1,199.

Modesto, meanwhile, was No. 7.

“Located in the Central Valley, Modesto is surrounded by rich farmland used to produce almonds, milk, cattle and a variety of other crops,” U.S. News & World Report said, calling the Stanislaus County city is “considerably more affordable than California’s larger metro areas on the coast.”

The median monthly rent in Modesto is $1,315, the publication said, and the city has a median monthly mortgage rate of $1,260.

U.S. News & World Report ranked a total of 14 cities on its list of the top California spots for retirees.

San Diego was named the best place to retire in the Golden State due to its “year-round pleasant temperatures,” fun beach activities such as scuba diving snorkeling and top-tier health care options including Scripps La Jolla Hospitals and UC San Diego Health-La Jolla and Hillcrest Hospitals.

Los Angeles took second place thanks to its “consistently sunny days and Mediterranean climate,” US News & World Report said, and Sacramento was No. 3 due to its status as a “hub for government jobs, lobbying and think tanks.”

In the immediate aftermath of Gov. Gavin Newsom’s announcement that public employees would be back in office four days a week in July, many of the elected officials who have independent control over their agencies, like the Attorney General’s Office or the State Controller’s Office, held off on making abrupt changes to their telework policies.

But State Superintendent Tony Thurmond, one of eight constitutional officers, was quick to jump into alignment with the governor in March. Thurmond said California educators were back to teaching in-person since the beginning of the pandemic and Department of Education’s 1,400 employees, many of whom work hybrid schedules, should also be coming into offices four days a week.

Weeks later, Thurmond pumped the brakes, delaying the four-day requirement until the end of 2025.

Education Department workers mounted a monthslong campaign to pressure the superintendent to reconsider. They held daily solidarity breaks outside the Education Department’s headquarters, sometimes attended by single protesters, other times with a group of more than 50 loud office workers.

“He didn’t want us to be protesting anymore,” Cecelia Wilson, the president of an SEIU Local 1000 district labor council that represents CDE employees, said of Thurmond’s pivot on telework.

Earlier this month, state workers at CDE celebrated a major win after the superintendent took an even more agreeable approach to telework by announcing the department would maintain the current policy of two days in person. Thurmond also created a joint labor management committee to study best practices around hybrid work.

Thurmond hosted office hours with staff, solicited written comments and met with employees one-on-one to hear their concerns with the policy change.

“The superintendent is listening to staff and that was the intent,” Ingrid Roberson, CDE’s chief deputy superintendent of public instruction, said.

Those included concerns with parking availability, internet bandwidth in the office and spacing issues. Those space issues center on how the department has changed how it provides services to districts across California in recent years.

“Pre-pandemic, we could all be in cubicles because our training and our technical assistance was all in-person,” Roberson said.

Now, CDE can better meet the needs of regional schools and districts by providing technical assistance through telework, Roberson said, “which has been really wonderful.” But that means more private office spaces — not cubicles — are needed. Workers’ home offices provide the quiet and confidential space needed for certain meetings or webinars.

Employees had a key opportunity to speak directly to the superintendent during a recent town hall. Wilson said she was impressed by the number employees who showed up and how their stories documenting accomplishments during COVID-19.

“I know those really hit him,” she said.

While Wilson’s fellow union members were happy with Thurmond’s most recent stance, Wilson said she is holding her breath until the superintendent makes a final decision about whether he will maintain the current telework schedule until the end of this term in 2026.

Wilson hopes to get confirmation in the coming months after SEIU Local 1000 representatives and CDE management participating in the joint labor management committee agree on a hybrid schedule that meets the department’s needs. Until then, Wilson said she and her fellow union members will keep up the pressure and continue organizing for other state workers who aren’t with CDE.

Unlike their colleagues at other departments, such as Caltrans, which are under the governor’s jurisdiction, CDE employees had a more viable pathway to convince Thurmond to reconsider because he has authority as an elected official to establish an agency-specific telework policy.

Meanwhile, Caltrans acting director Michael Keever emailed employees this past week to inform them that, come July 1, the department’s telework schedule will comply with the governor’s executive order to require four days in office per week, “to the extent possible based on operational needs and space availability.”

The holiday was signed into federal law in June 2021, according to the National Park Service.

The federal holiday commemorates June 19, 1865, when enslaved people in Galveston, Texas, became aware of their freedom, two years after Abraham Lincoln signed the Emancipation Proclamation.

“Juneteenth continues to be celebrated in cities with Black populations through a series of parades, family reunions, speeches and consuming of specific foods with a red color including barbecue,” the National Park Service said on its website.

These foods reflect cultural practices brought by West Africans during slavery, according to the federal agency.

“Juneteenth is an important date on the timeline of slavery history in the United States,” the agency said.

Community members and local leaders across California — including the Sacramento region — are organizing events to honor Juneteenth, reflecting on its history while celebrating Black culture and resilience.

Although former President Joe Biden signed a bill that made Juneteenth a national holiday in 2021, it remains an unpaid state holiday for California state employees.

Newsom officially recognized Juneteenth as a state holiday in 2022, giving state workers the option to take the day off in lieu of a personal day.

That means state employees are scheduled to work on Juneteenth unless they choose to use their accrued leave to observe the holiday.

As part of a statewide effort to encourage California cities to recognize Juneteenth as an official public holiday, the National Juneteenth Observance Foundation-California aims to expand the celebration of this federal holiday across all 58 counties in the Golden State.

“Juneteenth is not just a Black-only holiday. This is a federal holiday,” foundation member Michael Harris previously told The Sacramento Bee. “To have a law that’s quasi-optional makes no sense. This is the only federal holiday that’s treated this way.”

As of Monday, June 16, Juneteenth was still not recognized as a mandatory paid state holiday for California workers.

While Juneteenth is recognized as both a federal and state holiday, California law does not require employers to give time off on that day.

The city of Sacramento has yet to formally recognize the holiday, although Sacramento City Council members Rick Jennings and Caity Maple previously introduced a proposal to change that.

As of May, the proposal had yet come before the City Council for a vote on whether to observe Juneteenth as a paid city holiday.

Meanwhile, private employers can choose to observe the holiday, according to the California Chamber of Commerce.

California law does not require employers to provide employees with paid days off for holidays or to give “holiday pay” for working on holidays.

It’s entirely up to California employers to decide whether to offer their employees a paid or unpaid holiday for Juneteenth or any other holiday.
