The Hello Kitty Cafe Truck began operating in 2014, according to the Sanrio website.

Since then the truck has led to other attractions including the first-of-its-kind Hello Kitty Cafe Pop-Up Container in 2016 and the Hello Kitty Mini Cafe set within malls and shopping centers.

In 2025, the truck is set to make stops throughout the United States, with specific stops across the West Coast, East Coast and Midwest.

The pop-up will sell a variety of merchandise, from shirts and tote bags to giant cookies and macarons.

The Hello Kittty Cafe Truck will set up shop at 1240 Galleria Blvd. in Roseville, near Marshalls at the Creekside Town Center shopping center, according to the release. It’s across the street from Westfield Galleria mall.

The pop-up truck is scheduled to operate from 10 a.m. to 7 p.m. Saturday.

The truck will only accept credit cards for purchases, according to the Hello Kitty Cafe Truck site.

YOLO COUNTY, Calif. —

Yolo County residents and commuters, brace yourselves for significant traffic disruptions starting Friday night, as full closures along Interstate 80 begin at 9 p.m.

As part of the Yolo 80 Pavement Rehabilitation Project, this extensive $280 million construction work includes a full eastbound I-80 closure from the Yolo Causeway near Davis to Reed Avenue in West Sacramento, lasting until 4 a.m. on May 12.

Closures include multiple ramps—eastbound I-80 to Reed Avenue, the Enterprise on-ramp, and connector ramps to and from Highway 50. Detours will redirect traffic through complex routes via Hwy. 50, northbound Interstate 5, and beyond. Drivers are urged to plan ahead, allow extra time, and follow posted detour signs.

Starting May 12 through May 21, the mainline between the I-80/US-50 connector and Reed Avenue will also be reduced to two lanes 24/7. Caltrans has lowered speed limits to 55 mph through this work zone for safety.

Funded partly by Senate Bill 1, the Road Repair and Accountability Act of 2017, this enduring project promises to enhance roadway durability and safety. Motorists are reminded to remain cautious, obey work zone rules, and check RebuildingCA.ca.gov for real-time updates.

Jobs in question amid union dispute with California prison agency

A Roseville nonprofit said this week that dozens of janitorial workers are at risk of layoff at a prison medical facility in Vacaville, following a yearslong dispute with a state employees’ union.

Pride Industries, which has held the cleaning services contract at the facility since 2019, notified workers in late April that layoffs could be on the horizon.

The issue was raised by a union that contends that the workers should be on the state’s payroll and covered by a labor contract. The state agency overseeing prison health care argued that it can’t find civil servants to perform the work.

Pride Industries coordinates job opportunities for people with barriers to employment, and said in a statement that many of the workers at the Vacaville site have disabilities, including service-disabled veterans.

In its notice to workers, Pride Industries said it was “cautiously optimistic” that it would receive a contract extension. But without a new agreement, it would be forced to cease operations and lay off 58 workers at the Vacaville site.

California Correctional Health Care Services did not respond to questions Wednesday, about whether it was contemplating a contract extension.

In a separate prison contract, also set to expire June 30, the state selected a new provider for substance abuse recovery services in 10 correctional facilities, an agreement that currently employs 175 workers.

For years, Service Employees International Union Local 1000 has opposed the agreement between Pride Industries and CCHCS. The latest iteration of CCHCS’ $32 million contract has Pride Industries providing cleaning services for the Psychiatric Inpatient Program at the California Medical Facility in Vacaville.

The state’s largest public sector union has maintained that the “environmental service” positions, which involve cleaning and disinfecting prison facilities, should be civil services jobs — not contracted work.

The California government code allows departments to contract out public service work, but only under certain conditions. The union has argued the contract does not meet the requirements and janitorial and custodial jobs should be held by state employees.

Anica Walls, the president of SEIU Local 1000, added that employees with disabilities, like many of those that Pride Industries prioritizes in hiring, would be better served in a union-protected job.

Pride Industries maintained that its Vacaville employees benefit from the organization’s employment practices.

“We’re not just talking about jobs — we’re talking about a model that works, one that empowers people with disabilities and delivers high-quality services to the state,” Jeff Dern, president and CEO of Pride Industries, said in a statement.

The union filed a formal complaint with the State Personnel Board years ago to stop CCHCS from relying on Pride Industries to staff the California Medical Facility.

In May 2023, the personnel board’s executive officer, Suzanne Ambrose, agreed with the union and found the contract between Pride Industries and CCHCS was unlawful. The department had not taken meaningful steps to fill vacant positions that could be held by state employees, Ambrose said.

“This isn’t a new problem — it’s a long-standing failure to act,” Walls said in a statement.

But in the years since, that contract has been extended several times because CCHCS has not been able to recruit enough employees to fill the positions.

Additionally, a decades-old receivership over CCHCS requires the state to provide a certain level of medical care. Terminating the sanitation contract could result in a lapse in the quality of care, which could prolong the receivership, Ambrose wrote in a August 2024 letter extending the agreement until February 2025.

When that deadline approached, Pride Industries issued a layoff notice for 60 employees in January. But, again, the contract was extended, staving off terminations.

The current contract, which took effect in January 2023, is set to expire June 30.

“We urge state leaders to step in now, extend this contract, and protect a program that represents California’s best values,” Dern said in a statement.

As of Wednesday, a CCHCS spokesperson said the contract expires at the end of next month but did not respond to questions about whether the agency is considering another extension.

Separately, a San Rafael-based nonprofit, Center Point, notified the state this week of a change in contractors for prison health care services that employ 175 workers at 10 prison facilities across the state.

Center Point CEO Maurice Lee said Wednesday that historically when such an agreement changes hands, the new contractor often employs many of the previous organization’s staff.

There is an industry shortage of substance abuse counselors, he said, and a shortage of those willing to work in prisons. Plus, he added, the employees in those roles have already passed background checks.

Center Point, he said, also has some positions available in its community programs, for people who want to stay on with the nonprofit.

The new contractor, Amity Foundation, pledged to make the change as seamless as possible.

“We understand these contract transitions can be challenging, and while we’re working with a tight schedule, we are committed to bringing as many qualified staff as possible into the Amity family,” Amity Foundation CEO Doug Bond said in a statement Wednesday. “We always aim to make this transition smooth and supportive, minimizing disruptions for everyone involved.”

In a significant shift of California’s salmon strategy, the California Department of Fish and Wildlife (CDFW) has begun releasing juvenile fall-run Chinook salmon from CDFW-operated hatcheries into the main stem of the Sacramento River for the first time.

The release of approximately 3.5 million fall-run Chinook salmon smolts into the main stem of the Sacramento River occurred in mid-April near Redding and Butte City. The fish originated from increased production at CDFW’s hatchery operations at the Feather River Fish Hatchery and the Mokelumne River Fish Hatchery. CDFW-operated salmon hatcheries historically have supported populations on their home rivers elsewhere in the Central Valley.

“We strongly support the California Department of Fish and Wildlife’s bold decision to release salmon smolts directly into the main stem of the Sacramento River – a historic first that gives juvenile fish a fighting chance at survival,” said Scott Artis, executive director at Golden State Salmon Association. “With Sacramento fall-run Chinook returns at crisis levels, and fishing families and businesses having been impacted since 2023, this innovative move is exactly the kind of action we need. We applaud the tireless hatchery staff who made this possible and stand with them in the effort to rebuild our salmon runs and revive California’s commercial and recreational fisheries.”

Last month, for the third year in a row, the federal Pacific Fishery Management Council recommended the closure of all commercial salmon fishing in California while also recommending an extremely limited ocean sport fishing season due to continued low abundance of salmon populations.

While fisheries managers are seeing some positive signs for fall-run Chinook salmon in other parts of the Central Valley due in part to increased hatchery production from state-operated hatcheries and better in-river conditions with wetter years, returns to the main stem of the Sacramento River remain at concerningly low levels.

“The naturally spawning Sacramento River salmon populations have been the primary driver of California’s commercial and recreational salmon fisheries for decades,” said Jay Rowan, CDFW Fisheries Branch Chief. “Poor spawning and migration conditions for fall-run Chinook during the past two droughts have resulted in low returning adult numbers the last three years. These low adult returns not only affected fishing seasons but also reduced the number of spawning adults and, consequently, the number of juvenile salmon available to take advantage of the good river conditions to rebound this part of the run. The extra effort by our hatchery staff to maximize production has allowed us to take measures this year to speed up the rebuilding of these critical Sacramento River natural spawning areas. This significant shift in strategy speaks to CDFW’s long-term commitment to boosting these important salmon populations.”

The 3.5 million fish being released into the main stem of the Sacramento River are part of an additional 9.7 million salmon produced in 2025 above normal production goals, funded in partnership with ocean and inland fishing groups. CDFW’s hatchery operations, in coordination with the state Department of Water Resources, East Bay Municipal Utility District, and the federal Bureau of Reclamation, will raise and release more than 28 million fall-run Chinook salmon in total in 2025.

CDFW’s Sacramento River salmon releases are being timed with increases in water flows that have been shown to improve survival in their journey to the Pacific Ocean and also with salmon releases from the U.S. Fish and Wildlife Service’s Coleman National Fish Hatchery in Shasta County to overwhelm predators with a massive volume of released fish.

Additionally, CDFW has provided the Coleman National Fish Hatchery with 10 million salmon eggs to help meet its production goals and offset low adult salmon returns to the federal fish hatchery located on Battle Creek about 3 miles east of the Sacramento River in Anderson.

The juvenile salmon released into the Sacramento River are expected to imprint on the main stem during their migration to the ocean, which in three years upon their return to freshwater is expected to increase the number of adults utilizing important natural spawning areas within the main stem.

The KCRA 3 weather team is issuing an Impact Day on Monday because of the strong winds, with some parts of the Sacramento Valley likely to experience gusts surpassing 40 mph.

Isolated power outages may occur if winds knock tree branches into powerlines. Gusts will begin to weaken after 4 p.m.

Meteorologist Tamara Berg said the strongest winds are possible along and west of Interstate 5. Those who suffer from allergies should be aware that pollen, most notably grass pollen, will get pushed around.

Oak and mulberry trees will also be high in pollen count.

Temperatures will also run warmer. Monday's forecast high for downtown Sacramento is 87 degrees, up from 82 degrees recorded Sunday. The average for this time of year is 79 degrees.

Looking ahead at the rest of the week, temperatures will range in the mid-to-upper 80s, and the first 90-degree day of the year could happen Friday.
