The Brief

EVERETT, Wash. - Crews responded to a house fire in Everett that reportedly happened after lightning struck the home during Wednesday night's storm.

The Everett Fire Department (EFD) made the initial announcement on social media at around 9:19 p.m.

According to the EFD, just before 8:30 p.m., crews responded to reports of a house fire near the intersection of Kromer Avenue and Laurel Drive.

Firefighters quickly extinguished a roof fire before it could spread. The home's electrical system had also been compromised, according to the EFD.

No injuries were reported.

The Brief

An Everett man who was previously granted clemency by Governor Jay Inslee in 2019 was recently arrested on multiple gun and drug charges.

What we know:

Percy Levy, 54, was taken into custody on Thursday, March 13, following a 16-month investigation by the Snohomish Regional Drug Task Force.

Upon a search of Levy's home, detectives say they discovered and recovered 2,818 grams of powder cocaine, 14.7 grams of rock cocaine, and 556 grams of fentanyl. They also seized packaging material, a digital scale and a handgun, according to the Snohomish County Sheriff's Office.

"The amount of fentanyl in this case is staggering," said Court Commissioner Jennifer Millett today at Levy's hearing on Monday.

Levy was booked into jail for unlawful possession of a firearm, possession of a stolen firearm, and multiple counts of possession of a controlled substance with intent to deliver.

His bail was set and maintained at $1.5 million. He is now facing 10 separate charges.

The backstory:

Back in 2019, Levy was granted executive clemency by former Washington Governor Jay Inslee and released from prison after spending 17 years behind bars.

Levy also worked as a Community Outreach Specialist for the Washington Defender Association.

EVERETT — Hope ‘N Wellness, a social service organization operating in Everett, is set to change locations on Wednesday in a move that will allow it to continue operating.

It brings an end to a saga lasting more than a year, which began after the city notified the organization in December 2023 that its original location — at 3021 Rucker Ave. — violated a city code. That code, originally passed in 2006 and expanded upon in 2018, prohibited social service organizations, along with other types of businesses, from operating on the first floor of certain streets in downtown Everett.

Now, Hope ‘N Wellness will partner with Our Lady of Hope Church to run the organization at 2617 Cedar St., about a mile away from its original location. It means the organization can stay open, with the possibility to expand hours of operation and add additional services in the future.

“It feels really good,” said Jasmine Donahue, the founder of Hope ‘N Wellness, in an interview Friday. “It feels like a huge weight has been lifted.”

Our Lady of Hope’s pastor, Joseph Altenhofen, has spent years looking to use the church’s facilities for social service work. The church already operates a weekly hot meal program on Mondays, and the church hosted a temporary cold weather shelter — operated by Volunteers of America Western Washington — during a spell of unusually cold weather in February.

Once Altenhofen’s parishioners told him about Donahue’s struggles with Hope ‘N Wellness, he met with both Donahue and the city to discuss hosting the social service at the church, he said in a March 5 interview. Eventually, he hopes to partner with other churches and social service providers in the area, so the location could become a sort of “hub for the homeless population,” he said, increasing the frequency of hot meals and social services at the church.

For the time being, however, Hope ‘N Wellness will still be limited to one open day per week at the new location. Part of the reason behind that is the effort required to bring services back to the level of staying open multiple days per week, Donahue said. Another part of the equation is the surrounding neighbors — Altenhofen wants to makes sure the services don’t impact the neighborhood the church is located in.

“We want things to just be able to work hand in hand,” Altenhofen said. “But at the same time, we want it to be done well so that our neighbors don’t feel super unsafe and can be proud that it’s being done close.”

Over the next few years, Altenhofen hopes to loop in social workers, city staff and drug and mental health counselors to work side by side with Hope ‘N Wellness.

Donahue first opened Hope ‘N Wellness at the 3021 Rucker Ave. location in 2020. After the city notified her of the code violation in December 2023, she began searching for a new place to host the services in. That proved difficult because the organization was in a central, convenient location for the people who needed the services, and her agreement with the property owner kept the organization’s overhead costs low.

Initially, the city gave Donahue a deadline of October 2024 to meet zoning requirements, either by closing the organization or moving it to a different location. The city later extended that deadline to Feb. 28, then extended it again to April 30.

“With the great need for social services and support locally and throughout the region, we are glad Hope N Wellness found a new location that will allow them to continue serving those in need in Everett,” city spokesperson Simone Tarver wrote in an email.

Donahue plans to meet with the Rucker Avenue location’s property owner to discuss next steps on how to utilize that space in a code-compliant way, she said. No plans for that location have been solidified.

Leaving that location after five years of operating Hope ‘N Wellness there is “bittersweet,” Donahue said. But she is looking forward to spending more energy and time on providing services to people in need, and said the transition has been smooth.

“There’s a lot of alignment with Hope ‘N Wellness and what we’re trying to do,” Donahue said of the partnership with Our Lady of Hope. “It aligns that we’re just trying to support the community, and it’s gone really, really well.”

EVERETT, WASH. — Institutional Property Advisors (IPA), a division of Marcus & Millichap, has arranged the sale of Sunrise Lane, a multifamily property in Everett. Weidner Apartment Homes sold the asset to an undisclosed buyer for $35.1 million, or $268,130 per unit. Sunrise Lane offers 131 apartments, a large resident clubhouse, swimming pool, spa and barbecue areas. Units come in one-, two- and three-bedroom layouts averaging 1,020 square feet. Philip Assouad, Giovanni Napoli, Ryan Harmon, Nick Ruggiero and Anthony Palladino of IPA represented the seller and procured the buyer in the transaction.

LOS ANGELES — Dedeaux Properties has received certificates of occupancy on five recently completed industrial developments totaling approximately 850,000 square feet in Southern California. The projects include a 167,000-square-foot warehouse in Ontario, a 326,000-square-foot warehouse in Riverside, a 165,000-square-foot high-velocity distribution center in Fontana, a 53,000-square-foot cross-dock facility in Perris, a 52,000-square-foot cross-dock property in San Bernardino and an 83,000-square-foot distribution facility in Rialto.

LOS ANGELES — Walker & Dunlop has arranged $34.8 million in construction financing for 4301 Vermont, an affordable housing development in Los Angeles. Chris Montes of Walker & Dunlop secured the loan on behalf of the client, SoLa, and identified the lender as ACORE Capital. The five-story multifamily complex will offer 188 affordable residences at 4301 Vermont Ave. Approximately 80 percent of the units will be designated for low-income residents, while 20 percent will be reserved for moderate-income residents. The project will feature prefabricated modular units supplied by Model Z, a subsidiary of SoLa Impact.

PITTSBURGH — KeyBank has provided $41.4 million in financing for First & Market, an adaptive reuse project that will convert a former office building in downtown Pittsburgh into a 93-unit affordable seniors housing complex. The financing consists of a $27 million construction loan and a $14.4 million permanent loan. Units will be reserved for renters age 62 and above, with the majority (83) of residences reserved for individuals earning 50 percent or less of the area median income (AMI). The other 10 units will be earmarked for households earning 20 percent or less of AMI. Residents will have access to support services in technology education, healthcare education and coordination, financial literacy and mental and behavioral health. Seaver Rickert and Leslie Meyers of KeyBank originated the financing on behalf of the developer, Beacon Communities. Completion is slated for the third quarter of 2026.

NEW YORK CITY — Newmark has arranged a $275 million loan for the refinancing of 63-67 Wall Street, an apartment complex in Lower Manhattan that comprises 816 units across two buildings. The buildings were originally constructed for office use: 67 Wall Street was built in 1921 as the headquarters for the Munson Shipping Co., and 63 Wall Street was built in 1928 as the headquarters for Brown Brothers Harriman & Co. The buildings were converted into apartments in 2006 and 2004, respectively. Units come in studio, one- and two-bedroom floor plans, and amenities include a fitness center, rooftop terrace with a lounge and grilling stations, game room, golf simulator, library, children’s playroom and a business center. Jordan Roeschlaub, Nick Scribani and Chris Kramer of Newmark arranged the financing on behalf of the owner, a partnership between Boston-based real estate private equity firm Rockpoint and investment and management firm Brooksville Co. Apollo Global Management provided the loan. The partnership acquired the buildings in 2016 and has since invested in capital improvements.
