Amazon buys Brownsville land; city waits for OK to announce details

Amazon.com Services LLC, formerly Amazon Fulfillment Services Inc., last month purchased a little over 13 acres in the southeast corner of the intersection of FM 511/FM 550/Interstate-169 and Paredes Line Road in Brownsville, according to the Cameron County Clerk’s office.

The seller was Heduma Construction LLC. Amazon.com Services, a subsidiary of Seattle-based Amazon.com, handles warehousing, packaging, delivery and other services for vendors selling through the Seattle-based e-commerce giant.

No official announcement has been made by the company or city or county officials, though former Brownsville mayor Trey Mendez posted on social media on Thursday that Amazon had bought the property with the intention of building a distribution center, noting that the transaction had become public.

This was soon followed by a post from Mayor John Cowen Jr., who wrote: “At this time, the City of Brownsville and the Greater Brownsville Incentives Corporation are not in a position to confirm the potential development but we will release information at the appropriate time.”

“I think the announcement, at least from the city’s side, is premature,” Cowen told The Brownsville Herald Friday morning. “We’re waiting for the official announcement to be made on a potential development there, so that’s something that’s pending on the city and GBIC side.”

Amazon has dozens of warehouses in Texas, including distribution centers and fulfillment centers. The majority are concentrated in and around the state’s major metropolitan areas. An Amazon delivery center opened in McAllen December 2021.

Texas has the second most Amazon facility square footage in the United States, second only to California, according to BigRentz, a national construction equipment rental company.

While Cowen was unable to confirm Amazon’s plans for Brownsville, he did say there were “a couple of official announcements to be made soon.”

“We’re just waiting for the companies to give us the green light to have the press release,” he said.

Meanwhile, GBIC has scheduled a May 22 ceremonial groundbreaking for its newest industrial park, to be called the Greater Brownsville Tech District.

The project will be located along FM 511/FM 550/I-169 between Paredes Line Road and Old Alice Road, about two miles east of the property purchased by Amazon.com Services LLC.

BROWNSVILLE, Texas — Texas has a brand-new city, and its name is Starbase.

A vote Saturday to decide whether to turn part of south Texas into a new city centered around Elon Musk’s SpaceX delivered a victory to the tech billionaire and his rocket company. As expected, the measure passed with broad support, paving the way for a newly incorporated city made up almost exclusively of SpaceX employees and people connected to the company.

The final vote tally Saturday night was 212 in favor of incorporation and six against; only 143 votes were needed for the measure to pass.

“It’s officially statistically impossible for the measure to fail,” Cameron County Elections Administrator Remi Garza said. “Cameron County is about to have a new city.”

Musk celebrated the vote in a post on X Saturday night.

“Starbase, Texas Is now a real city!” he wrote.

Shortly after the vote, an X account for the new city was created.

“Becoming a city will help us continue building the best community possible for the men and women building the future of humanity’s place in space,” the account wrote in its first post, which was reposted to SpaceX’s official account.

Now that the vote has passed, commissioners in the county will canvass the results within two weeks, Garza said. A judge will then assign an order declaring the results of the election and the official incorporation of the new city.

The new city of Starbase covers about 1½ square miles at the southern tip of Texas, a coastal spot nestled against the Mexico border. The area is home to SpaceX headquarters, and it’s where the company builds its boosters and engines and launches its huge Starship rocket on test flights.

The ballot result was a much-needed win for Musk, who has faced widespread backlash over the past few months for his involvement with President Donald Trump’s administration. Musk leads the so-called Department of Government Efficiency (DOGE) and has overseen sweeping layoffs and cuts across federal agencies.

In response, protests against Musk have erupted around the country and profits have plummeted at the billionaire’s electric car company, Tesla.

Now, SpaceX will have the company town that Musk first publicly proposed in 2021.

In addition to incorporating the new city, Saturday’s election also selected Starbase’s first mayor — Bobby Pedden — and two city commissioners — Jordan Buss and Jenna Petrzelka. The candidates for all three positions ran unopposed, and all three are employees of SpaceX.

There were 283 people eligible to cast ballots in Saturday’s Cameron County special election, according to county election records. Eligibility was determined based on if a resident’s home would fall within the boundaries of the proposed new city.

Neither SpaceX nor Musk has detailed the purpose of incorporating a city around the rocket company’s operations. There has been speculation, however, that having greater municipal control of the area could ease some of the bureaucracy and restrictions around SpaceX’s tests and rocket launches.

At the moment, SpaceX must obtain permission from authorities in Cameron County to close a highway and shut down public access to Boca Chica Beach and Boca Chica State Park to keep people safe during rocket launches.

The frequent closures have contributed to legal complaints against SpaceX and drawn protests from local residents and activists, including the Carrizo Comecrudo Tribe of Texas, the South Texas Environmental Justice Network and Border Workers United, as reported by CNBC.

Now that SpaceX operates within the newly incorporated city of Starbase, things may soon change — though perhaps not without resistance.

“Right now that authority lies solely within Cameron County and my office, and we think that we’ve proven to be good collaborators and partners with SpaceX in their operations and also in making sure and providing enough notice and public access to Boca Chica Beach,” Cameron County Judge Eddie Trevino told NBC News.

Trevino said any changes to the established procedures would be unnecessary.

“If it’s not broken, it doesn’t need to be fixed,” he said.

Just days after news broke that e-commerce giant Amazon was expanding its footprint in South Texas, the city of Brownsville made it official in an announcement of its own.

“Welcome to Brownsville, Texas, Amazon!” officials stated on the city’s official Facebook page in a post on Thursday, May 15, just days after former Brownsville mayor Trey Mendez revealed the economic development stunner on Facebook last Thursday, May 8.

The announcement came with new details about what the global company has planned for a 13.14-acre plot of land it purchased, located at 1910 Farm-to-Market Road 511 on the northern outskirts of the city “On the Border, By the Sea.” Those plans include building a 62,000-square-foot “delivery station” that will allow Amazon to better facilitate its “last-mile” deliveries of packages destined for the Rio Grande Valley.

Brownsville Mayor John Cowen lauded the announcement as a sign of continued forward progress in the Valley’s largest city, which he called “an economic powerhouse.”

“We’re proud to welcome Amazon to Brownsville! The company is opening a new distribution center in our city, which will bringing (sic) jobs, investment, and opportunity to our community,” Cowen stated on Facebook under his official account as a public official. “This marks a major milestone for Brownsville’s growth and economic future.”

The mayor also thanked the Greater Brownsville Incentives Corporation (GBIC) for successfully securing Amazon’s decision to place its second Valley footprint in Brownsville. And like the mayor, the GBIC referred to the company’s decision as monumental.

“This is not just good news—it’s a clear signal of where we’re headed, “GBIC CEO Gilberto Salinas stated in a news release on Wednesday, May 14. “Brownsville is emerging as a destination of choice for global companies seeking access, infrastructure, and a workforce ready to grow with them. GBIC’s role in this project reflects our commitment to creating the right conditions for transformative investment,” he further stated.

Amazon delivery stations serve as the last line in the company’s retail shipping supply line, according to the GBIC. “Packages are shipped to a delivery station from neighboring Amazon Fulfillment and Sortation Centers, loaded into delivery vehicles and delivered to customers,” the news release states.

An Amazon spokesperson also celebrated the deal.

“This delivery station will allow us to better serve customers in Brownsville and the surrounding area,” Jessica Breaux, Amazon’s senior manager of economic development, stated in the news release.

The GBIC stated that Amazon has created more than 86,000 full- and part-time jobs in Texas since 2010, as well as 171,000 indirect jobs related to the construction, logistics and professional services needs surrounding the company’s facilities, which have contributed $81 billion to the Texas economy. Amazon is also building a $72.5M delivery center in Round Rock.
