Newport News City Council unanimously voted on Tuesday to rezone a vacant lot at 350 Yorktown Road to make room for a 620-unit housing development on the historic Endview Plantation.

The proposed Parkside at Endview is a roughly 282-acre project near the city’s border with York County along Yorktown and Crafford roads and Jefferson Avenue. It will consist of 393 detached single-family homes and 182 townhomes, according to a planning document. The site also will include nearly 32,000 square feet for commercial space and 125 acres of planned open space, including new trails that will connect to Newport News Park, according to a February memorandum of agreement.

The property is currently owned by Newport News’ Economic Development Authority and is covered by a forest. The land also is occupied by the Endview House and outbuildings, which are on the National Registrar of Historic Places and will continue to be open to the public.

The site is one of the oldest structures in Newport News and dates to the 1760s. It also served as a Confederate hospital and headquarters during the 1862 Peninsula Campaign.

Grady Palmer, an attorney who has worked on the project for roughly four years, said during a Planning Commission meeting April 2 that pending approval, a memorandum of understanding would help the property work to preserve and bring awareness to the historic site.

“There’s a series of signage, reporting and obligations that the development will have for the life of the project that will help preserve, protect and promote the historical awareness of Endview,” Palmer said during Tuesday’s council presentation. “It’s a fantastic project that emphasizes home ownership opportunities in the city of Newport News.”

The project is a joint venture between the Economic Development Authority, D.R. Horton, and WeldenField of Virginia.

However, some residents worried about the project’s traffic affects. Manuel Ankrom, who lives less than a half mile from the plantation’s entrance, said he already sees vehicle congestion — especially tour busses — near his home, and doesn’t want major construction to further disrupt already severe traffic.

“The project sounds decent, but what it’s going to do, it’s going to be problematic and create congestion for all people from out of state that come to visit Yorktown,” Ankrom said during the meeting.

As part of a proffer agreement, the developers will complete a series of transportation improvements detailed in a traffic impact analysis study from 2022. Those recommendations include turn lanes on Jefferson Avenue and Yorktown Road and an additional site entrance on Crafford Road.

NEWPORT NEWS, Va. — The two democratic candidates for Newport News Treasurer met face to face in a forum Wednesday night sponsored by the NAACP.

Sanu Dieng Cooper has a background in financial management and has worked with non-profits, including formerly serving as executive director at Transitions Family Violence Services.

Derek Reason is a businessman who owns and operates DNA Logistics, a freight and cargo service in Newport News.

"I'm a collaborative leader," Cooper explained when answering a question about her leadership style. "I lead by working alongside my team. I don't believe in a hierarchy. I think that everyone has a role to move us forward."

"My leadership style is setting a standard," responded Reason. "Making sure I'm setting the tone. I pretty much dictate what's acceptable and what is not acceptable in that office and as far as I'm concerned treating everyone with dignity and respect is what will happen if I'm elected treasurer."

Both candidates spoke about a need to increase community education.

"Part of my platform is going into communities because I understand there are some barriers for folks to get to where we are and educating them, and also collaborating with some of our non-profits, some of our partners," Cooper said.

"It goes back to civic engagement, putting that information out there for the community so they understand what their options are," added Reason, while also emphasizing the need to communicate payment solutions to families with delinquent property tax bills.

The City Treasurer of Newport News serves as a link between the citizens and the management of their local finances. Directly accountable to the public, the treasurer has the responsibility of overseeing all revenue streams flowing into the city's coffers.

First elected in 1997, Marty Eubank chose not to run for reelection, leaving the field wide open for contenders. He has endorsed Cooper.

Attorney Justin Kennedy is also running for the job as an independent.

The primary is June 17. Early voting begins Friday, May 2.

One lane to close in both directions on I-64 at J. Clyde Morris Boulevard overpass and near Hampton Roads Center Parkway through early 2026

Hampton Roads District

NEWPORT NEWS– Contractor crews with the Virginia Department of Transportation (VDOT) are scheduled to implement a series of long-term single-lane closures and traffic shifts on I-64 at the J. Clyde Morris Boulevard (exit 258) overpass and near Hampton Roads Center Parkway (exit 261) in Newport News as construction of the Hampton Roads Express Lanes (HREL) Newport News Segment continues.

As part of a multi-phased approach to facilitate bridge rehabilitation at both locations, crews will first close one inside lane on I-64 in each direction, reducing travel lanes from four to three and shifting traffic right toward the outside of the roadway. The first phase of this new traffic pattern on I-64 is scheduled to begin first at J. Clyde Morris Boulevard as early as Monday, May 5, and near Hampton Roads Center Parkway as early as Monday, May 11. Overnight closures of the I-64 east and west on-ramps from J. Clyde Morris Boulevard and Hampton Roads Center Parkway are scheduled to be in place during implementation of the new traffic pattern from 9 p.m. to 5 a.m.

The closure of the I-64 inside lanes at J. Clyde Morris Boulevard and near Hampton Roads Center Parkway are estimated to be in place through summer 2025, followed by the next phases of single-lane closures and traffic shifts at these locations. The next single-lane closures at J. Clyde Morris Boulevard are scheduled to be implemented in the center lanes of I-64 with lanes open on each side, followed by the closures of an outside lane in each direction, shifting traffic toward the inside of the roadway on I-64. Near Hampton Roads Center Parkway, the single-lane closures will move to the outside lanes, shifting traffic to the inside of the roadway in a future phase.

This work is expected to continue through early 2026. All work is weather- and schedule-dependent; therefore, this schedule is subject to change.

Hampton Roads Express Lanes Newport News Segment

This work is part of the HREL Newport News Segment Project that spans approximately 11.5 miles on I-64, starting just east of LaSalle Avenue (exit 265) in Hampton and ending 1.2 miles west of Denbigh Boulevard in Newport News. For 10.5 miles of the segment, from just west of Jefferson Avenue (exit 255) to I-664 (exit 264), the existing HOV lane in each direction will be converted into an Express Lane, alongside the three general purpose lanes. For the last 1 mile of the segment between I-664 and LaSalle Avenue, one general purpose lane will be converted into an Express Lane in each direction, alongside two general purpose lanes.

The HREL Newport News Segment will ultimately become a part of an overall continuous 45- mile high-occupancy toll Express Lanes network on I-64, from west of Denbigh Boulevard in Newport News to the I-264/I-664 Bowers Hill interchange in Chesapeake. As traffic demand continues to increase in the region, incorporating the Express Lanes dynamic tolling model, together with other interstate improvements, provides an additional approach to managing congestion in the long term and providing more travel choices and a reliable travel network for Hampton Roads motorists.
