PROVO, Utah — Neighbors who live near Provo’s Slate Canyon are voicing their concern about a proposed waterpark that could take away a significant portion of their local green space.

She may not be from Utah originally, but when Katherine Hall goes to the mountains, she feels at home.

“There’s just such a peace when you’re here in the canyon,” said Hall as she walked along the Bonneville Shoreline Trail, looking out over Utah Lake.

In over 30 years of living in Provo, Hall has made her memories in nature.

“My family comes to mind,” she said. “My children have spent countless hours here growing up, this was kind of their playground.”

But Hall and her neighbors are now treading carefully.

“We want to make sure we preserve the Slate Canyon amenities that are there,” said Bryan Bayles, a representative for the Splash Summit project. “That’s the bottom line.”

Towards the end of April, they learned of a plan to relocate the aging Splash Summit waterpark near the mouth of Slate Canyon.

“Despite the best efforts, our current location is landlocked and doesn’t allow us to create the experience that our guests are demanding,” Bayles said.

Developers note the details aren’t finalized, but it will likely include hotels, retail and more housing.

“Provo’s great, love tourism for it,” said Jeff Whitlock, another resident who lives near Slate Canyon. “But right now we have this asset that’s benefiting the community, and it’s about who’s benefiting? I’d like the community to keep benefiting.”

The residents say they’re not opposed to growth and development, but Hall feels this sort of space is not the place for it.

“I think there are areas in Provo that are already zoned for a resort and retail and those might be better suited,” said Hall.

She notes this is zoned for preservation and contains critical hillsides.

“A critical hillside has a slope of 30% or more,” Hall said. “To remove this vegetation would cause erosion issues that would affect the communities below.”

The city already has plans to build its own community park here.

So, Hall has started a petition pushing against the water park project which has already gathered 600 signatures.

“I personally spoke to over 100 residents canvassing door-to-door,” she explained.

She says they hope the city follows through on their plans to protect this precious area because they can’t get it back once it’s gone.

“Public land is important to hang on to, not only for us but for future generations,” Whitlock said. “It’s super important.”

The developers presented the idea to community members at a meeting for Provo’s second district. Hall says they plan to move ahead with a formal proposal.

FOX 13 News reached out to representatives from the city, the project and the waterpark about the plans, but have yet to receive a comment.

PROVO — The owners of a longtime Provo waterpark are touting a plan for expansion as neighbors push back against it.

That plan calls for Splash Summit, which has been located on the city’s east side for nearly 40 years, to move further east near Slate Canyon. A large development would be built nearby including a new hotel, retail and housing.

However, the land for the proposed development is currently owned by Provo city, which would need to sell it to the Splash Summit owners first.

Residents are fighting the effort and are urging the city to preserve the area around Slate Canyon and not sell the land.

‘New traditions’

The waterpark at 1330 E. 300 N. in Provo first opened in 1989.

“It has been a tradition for our family. We love this place,” said David Osmond, chief entertainment officer at Splash Summit and son of famous singer Alan Osmond. “My dad even wrote the theme song for the park even when it was Seven Peaks back in the day.”

Now he’s singing a new tune for the park as its owners want to move it just to the east.

“We’re looking at expanding the park to be even bigger, better,” Osmond said.

Specifically, plans call for a new waterpark that blends into the landscape, a hotel that’s built into the hillside, shopping areas, housing and open space.

“This is really not something that is set in stone. It’s really early stages,” Osmond said. “But there’s a lot of fun ideas to be able to create those outdoor activities and memories and new traditions for families to come and experience.”

This proposal comes as the Winter Olympics are set to return to Utah in 2034.

Neighborhood opposition

But the proposal has prompted neighbors to organize opposition against it.

“I’m not a huge fan,” said Jeff Whitlock, who lives near Slate Canyon and loves it. “This is one of the most wild, natural places in the city.”

He wants the area kept as-is.

“When it comes to beautiful places like natural canyons that are already owned by the public, we should keep them in public hands,” Whitlock said.

Whitlock and other neighbors packed a public meeting last week, voicing nearly unanimous opposition to the proposal from Splash Summit.

“I think it was an overwhelming response from the residents,” said Katherine Hall, who also started a petition against the development. “I think it was very clear to both the developer and the city council and mayor’s office that the residents want this area preserved.”

Hall said the city should instead “honor its promises” to Provo residents by preserving the area around Slate Canyon and eventually building a park there.

Past plans

The owners of Splash Summit have had big plans before. KSL reported last year on their push to buy and develop the land where the state hospital currently sits, near the waterpark. But that hasn’t gone anywhere.

Osmond told KSL the current proposal is separate from that. He also said it would not impact Slate Canyon.

“We love these mountains. We want to make sure they are pristine. We’re not going to infringe on any of that untapped land,” Osmond said. “It’s in proximity of Slate Canyon but not in Slate Canyon.”

The owners of Splash Summit said their proposal also includes preserving the existing trails and improving the public areas of Slate Canyon. They have also insisted that building a ski resort is not part of their current proposal, although it was part of their plans for the state hospital property, according to a document reviewed by KSL last year.

Osmond said Splash Summit would remain open during construction of the new waterpark and surrounding development, but it’s unclear what would happen to the existing property after that.

Ultimately, though, neighbors are pushing the city to not sell the land near Slate Canyon.

“Imagine if people didn’t have the boldness and the vision to build Central Park in New York. Would New York be what New York is today? No, it wouldn’t,” Whitlock said. “Same thing with land like this in Utah.”

Provo city did not respond to a request for comment.

PROVO, Utah — As the Provo City Council mulls a decision on how much water rates should increase and what new tiers will look like, things will certainly be different for people who simply use water inside the home, outside watering their lawns and other excess use.

The council is proposing a three-tier system, a change from the current two-tier system that covers the summer and winter. However, a council vote scheduled for this week has been delayed to study the changes further.

District four councilmember for Provo, Travis Hoban, said whatever is decided could impact many people in the community.

“To go from tier one to tier two is a 57% increase. To go from tier two to tier three is a 74% increase," explained Provo council member Travis Hoban. "Contrast that to Provo power or Orem City, the increases are somewhere between 15% to 18%."

Provo resident Vicki Gehring has lived in the same home since 1982 and her property sits on a lot of land.

“There were orchards across the street and orchards behind me, so it was a wonderful place to raise kids,” Gehring said. “And the property came with water rights, so it wasn’t hard to maintain with irrigation water.”

Salt Lake City is considering a big change to water:

Gehring says she used to pay just $25 a year. Now, in the summer, she pays more than $100. With the proposed tier system, that number could increase even more.

“Unless I just let everything die, there’s no way I can avoid going over the penalty that the city has set for how much water I’m allowed to use," she added, "So I don’t know.”

Another Provo resident, Daniel Jenks, is worried about the possible change.

“The cost of living, the cost of groceries, this is just one more thing that I feel is going to hit me hard to negatively affect my life,” Jenks said.

When Jenks looked at this year compared to last, he said he's conserving more water, but believes his medium-size yard would likely take a hit. He said he usually spends about $80 on a water bill during the summer months.

“Our water bill gets extremely high in the summertime when we’re watering more," he shared. "We try to combat that with products we put on the ground to save water and help the soil, but inevitably, we have to continue to use water."

When the state legislature passed HB 274, they wanted to address water conservation.

At Utah Water Ways, Executive Director Tage Flint said switching to a different landscape could help with conservation and your water bill.

“A lot of Utahns still don’t realize that over 60% of all the water we use in our household for the whole year is used out in our landscapes in 6 months. So, if you start doing the math on that, that’s where the savings can occur.” Flint added.

Flint says it’s not a change you need to make all at once; instead, start small or look for local incentive programs. He added that with the tiered water system, the homes that are using an excess amount will be charged more, but that money will go to water conservation efforts for the city.

Gehring has had to cut down trees, install drought-resistant grass, and put down added gravel and said it still won’t be enough for her to save money.

“I can’t change the size of my property, so it’s not going to be enough, with the way it is,” Gehring said. “There’s no way I can afford to not go into that higher tier with my water use in the summertime.”
