It was a good weekend in Iowa to reel in some big fish. But one 8th-grader caught the ultimate prize.

Iowa resident Benjamin Strong had a successful fishing weekend after reeling in a massive flathead catfish weighing nearly 70 pounds. That's a lot of fish!

Our news partners at Dakota News Now report that Benjamin chose his lucky spot by the Burlington Street Dam to cast a line in the Iowa River. The 14-year-old Iowa native says he normally fishes before school starts to avoid heat and crowds. Benjamin always believed there was a chance to capture a big fish. However, he never thought he would be one of the fortunate fishermen to catch something so large.

“The biggest flyhide before that was five pounds that I caught. I’ve seen videos and pictures of people catching big catfish, but like, I’ve never tried really hard to put that image of how big that would really look. So when I weighed it, I started freaking out and then it wasn’t until when I got home and did some searching that I realized how rare a fish is that big."

Benjamin did not have a net, but was wholly determined to reel this rare catfish to shore.

According to the Iowa Department of Natural Resources, the largest flathead catfish caught in the state weighed 81 pounds. This record was set on June 1st, 1958, at Ellis Lake.

Who knew that dedication and patience would pay off so soon for this young fisherman! Congratulations, Benjamin!

PIERRE — Right back where we started.

That's the message from a consultant's ranking of potential sites for a new men's prison in South Dakota released Monday.

The study by Arizona-based Arrington Watkins Architects looked at six options for a South Dakota men’s correctional facility and based on a site analysis ranked the existing Lincoln County site owned by the South Dakota Department of Corrections as the top option for the Project Prison Reset panel to consider during its next meeting on Tuesday, June 3 in Pierre.

A Mitchell site ranked fourth out of six options in a third-party “refresh” look at the potential sites for a new state men’s prison in South Dakota.

The Mitchell site was described as “remote but promising” but scored 2040 points out of a maximum 2975 points when the sites were being sized up on a point scale from 1-to-5 and then multiplied by an importance factor out of 100 points. The Lincoln County plan scored 2,355 points, followed by a Huron plan at 2220, a Worthing site plan at 2045 points was third and the former Citibank site in northern Sioux Falls and Mitchell both scored at 2040 points to tie for fourth.

The most important elements for the new prison included location (within 30 miles of Sioux Falls), proximity (not located close to a major interstate, railroads and waterways), size (a minimum site of 126 to 160 acres for a full site) and available site utilities. The Lincoln County site scored a 5 in location, proximity and site size. Mitchell scored 3s in location and proximity and a 5 for size but did not score higher than a 4 in any other category.

Among the positives in the Mitchell site analysis included the 160-acre land size, the generally flat land and the ability to develop a maximum of 1,728 beds. However, the nearby city lagoons for wastewater would still require a lift station, adding costs to the project, infrastructure improvements would have to be made to the site and the plan noted the site could have escape issues.

“The location is 70 miles from Sioux Falls, which results in added costs for inmate transportation and support services,” the study said. “It is also located just over one mile from Interstate 90, and within a mile of a railroad and the James River, which provides potential escape routes for inmates.”

PAST PRISON SITE COVERAGE

Proposals from Aberdeen and Grant County were eliminated due to their remote distances from Sioux Falls, while five other sites closer to Sioux Falls were eliminated due to buildability issues with the land and the proposed sites. The remaining six sites were then considered for a conceptual plan and a “test fit,” Arrington Watkins said.

“The goal of the concept plans is to take the resulting buildable area left on each site after site analysis and represent a prison size and bed count that could utilize each site,” the study said. “They are not a proposal for what should or should not be built on each site.”

The Lincoln County site is located about 10 miles south of Sioux Falls between Harrisburg and Canton on a 160-acre site that the state of South Dakota owns. Earlier this year, it was projected to cost $825 million to build the 1,500-bed facility. Nearby landowners to the proposed site have voiced opposition to the plan and to how the state was moving ahead with a largely secretive process to approve the prison.

In February, a bill in the South Dakota Legislature to fund the remainder of the prison project failed, leading to Gov. Larry Rhoden to appoint the Project Prison Reset task force to reassess the plan. That brought on the consideration of potential new sites around the state. The state has already spent more than $60 million on the previous design and prep work for the initial Lincoln County plan.

In Monday’s latest look at the prison options, Arrington Watkins said the existing Lincoln County site is “10 miles from Sioux Falls, is not in proximity to major interstates, railroads, or major waterways, has the size for a full build of 1,728 beds … is ranked high for site access, and only scored poorly for site utilities and potential additional cost during development.”

“The property is already owned by the DOC and is adjacent to another 160-acre parcel owned by the DOC that can be used for future expansion or support functions,” the report said. “This is a strong candidate for phase one development now. … Lincoln County was followed on the ranking system by the Huron site, which also scored well, but is very remote and directly adjacent to a major highway. Our recommendation for site selection for phase 1 development of the men’s capacity plan is the Lincoln County site.”

As a national outbreak of measles continues, South Dakota has detected its first case of the year.

The state Department of Health said Monday in a news release that the infected person is a Meade County adult who “visited several public locations.”

The department said people may have been exposed to measles in the Rapid City Medical Center Urgent Care waiting room from 7:15 a.m. to 10 a.m. Mountain time on May 28 and the Monument Health Sturgis Urgent Care waiting room from 9:45 a.m. to 3 p.m. Mountain time on May 29.

People who were in those settings should self-monitor for measles symptoms for 21 days, the department said.

Measles is a highly contagious viral disease that spreads through the air from an infected person. People who lack immunity from vaccination or past infection are at high risk of measles infection if they have contact with an infected person.

Measles symptoms appear in two stages. In the first stage, the individual may have a runny nose, cough and a slight fever. The eyes may become reddened and sensitive to light while the fever consistently rises each day. The second stage begins on the third to seventh day of symptoms and consists of a temperature of 103-105 degrees Fahrenheit, and a red blotchy rash lasting for four to seven days. The rash usually begins on the face and then spreads down to the trunk and out to the arms and legs.

The department said the measles vaccine “offers the best protection against infection and avoids the risks that come with infection.” The department said the measles, mumps and rubella vaccine “is highly effective at preventing measles infection, and two MMR doses usually produce lifelong immunity.”

According to the U.S. Centers for Disease Control and Prevention, a measles vaccination rate of 95% is needed to prevent outbreaks, given the highly contagious nature of the virus.

Vaccination rates have been falling in South Dakota, where incoming kindergarteners are required to be up to date on the MMR vaccine unless they have a medical or religious exemption. Ten years ago, six South Dakota counties had less than 95% of kindergarteners vaccinated for measles, with the lowest being 80%. Now, more than 40 counties in the state are below 95%, with 12 below 80% and five below 70%.

The South Dakota measles case comes amid the most severe U.S. measles outbreak in decades. According to the CDC, there had been more than 1,000 measles cases detected this year across 33 states prior to the detection in South Dakota.
